In 1984, the Federal Government enacted the National Minimum Drinking Age Act, which calls for reduced Federal transportation funds-the money States use to build and repair their highways-to those States that did not raise the minimum legal drinking age to 21. Today, drinking by anyone under age 21 is against the law in every State and in the District of Columbia.
The reason a person may experience the warm feeling of skin flushes when drinking is because alcohol dilates the blood vessels that carry the blood just below the surface of the skin; as these capillaries expand due to the presence of alcohol in the bloodstream, the flow of blood is increased.
The most accurate way to measure the amount of alcohol that an individual has consumed is by measuring the amount that is directly in the blood; the least accurate method of measurement can be obtained through urine testing.
Alcohol use interacts with conditions like depression and stress, and contributes to around 300 teen suicides a year.
